As a prospective dog owner, I have seen time and time again that too many breeders are not competent enough to breed dogs. This could be lack of knowledge or poor reasoning behind breeding.

To combat this, all prospective breeders should need to obtain the relevant licence to breed dogs under any circumstance which can be achieved after satisfying a host of relevant criteria.

The current criteria to obtain a licence in not nearly stringent enough and is easily exploitable.
