Exempt people with a Citizenship GCSE from the Life in the UK test

Allow a Citizenship GCSE to count in the place of a life in the UK test so that those who have passed their Citizenship GCSEs can use this for their British Citizenship applications.

Those who pass a Citizenship GCSE should be entitled to use this in the place of a life in the UK test as the content is similar. They should not be made to take the life in the UK test as well, if they've passed this GCSE.
