Amend the law so that fireworks can not be used after 9pm from October to March

The current law states that fireworks are only illegal after 11pm. Fireworks that are set off after 9pm can cause significant nuisance or distress. Fireworks will never be banned but this would be a good compromise.

Make it illegal to set off fireworks after 9pm from October 1st through to March 31st. In these months it gets dark by 5pm so there is still 4 hours to enjoy the fireworks and it allows people to get children and animals to sleep for a suitable time.
