Allow pubs and restaurants to stay open in Tier 3. They must follow social distancing rules of the tier (no mixing of households etc) but will be allowed to allow customers to eat and drink inside the premises.

The pub trade was struggling even before covid. This year pubs and restaurants have been one of the most affected sectors.
