Move Lancashire and South Yorkshire into Tier 2 Lockdown

I want the Government to rethink their decision on Lancashire and South Yorkshire being placed in Tier 3 Lockdown when the estimates of R rates for the North East and Yorkshire, and North West are the lowest in the whole country.
