Allow stamp duty relief for any property which exchanged by the end of March

We started selling and buying our house from July, but we still not be able to complete by the end of March, due to high demands on property market and extremely slow admin process under Covid restrictions. We propose to provide stamp duty relief for properties which exchanged by the end of March.
