Revoke the 29 day notice period for weddings rearranged due to Covid

Allow couples, whose wedding has been cancelled due to Covid, to marry on the next available date without having to give another 28 days notice, in order to help prevent repeatedly cancelled weddings.

Break the cycle and allow couples to marry on the next available date so that couples can be excited about their big day.
