Allow all outdoor markets to open during the Covid-19 outbreak

Restrictions on businesses selling non-essential goods apply equally to shops and outdoor market stalls, despite evidence that transmission of Covid-19 is less of a risk outside than indoors. The Government should allow all outdoor markets to open, and enable these small businesses to operate.
