Require universities to breakdown where students tuition is spent, into a reasonable level of detail (for example, staffing/equipment/student recruitment by department) in order to have a good level of transparency about how students (and ultimately government and taxpayer) money is being spent

With universities having on-site facilities closed, reusing old lecture recordings and some taking advantage of the Coronavirus Retention Scheme, students deserve some transparency about how their fees are being spent. Universities often don't break down their outgoings beyond titles like "academic departments", "estate" and "running the university" which are overly broad given that student fees make up such a significant portion of university income.
