Introduce a cat licence to pay to clean fouling in public areas

I want the Government to make it a legal requirement for cat owners to hold a license to prove responsibility and to use the cost of the license to increase street cleaning and help clean the fouling of cats in public areas.

If irresponsible dog owners do not clean up after their canines then they are fined as it has adverse effects to the public. I feel as cats are allowed to roam streets unattended cat owners should pay a cat license fee to help pay towards the increased clean up and negative effects on the public that comes with them fouling in public places.
