Reverse Government support for SMART motorways

38 people have died on SMART motorways yet Highways England and the Dept of Transport insist they are safe. It has also been said that they are safer than conventional motorways. Experts disagree. The Government should restore the hard shoulder as a life saving feature of all motorways
