The People's republic of China has reneged on its promise of "one country, two systems", a condition of the transfer of Hong Kong. Few people will willingly leave without their younger family members. These people are in need, not to mention skilled and wealthy. A clear path to citizenship is needed to provide certainty and initiate immigration.
