Personal safety alarms should be zero-rated goods, subject to 0% rate of VAT

We urge the Government to make personal safety alarms zero-rated goods, subject to a 0% rate of VAT. A standard rate of VAT can constitute a barrier to the purchase of personal safety alarms. VAT does not belong on products designed to protect us.

A 2019 study by YouGov found that at least one in three women consciously take regular steps to protect themselves from sexual assault. For many of us, one of those steps is to purchase a personal safety alarm.

The Government does not charge you VAT to buy a bicycle helmet. But if you buy a personal safety alarm to make you feel safe, the Government will charge you 20% of the price for that privilege. We should not be charged for the choice to feel safe.
