Make Subtitles/ Captions a legal requirement for online training & education

The advent of AI has made the provision of subtitles and live captions cheap and easy to implement. It should be made a legal requirement for training/ education providers to provide them. Essentially it facilitates access to opportunities to the sizeable populous who are hard of hearing/ deaf.
