Modify the Education (Student Fees, Awards and Support) (Amendment) Regulations 2021 to permit and require all UK universities to grant holders of British National Overseas visas Home Fee rather than International Fee status.

In 2020, the British government responded to the erosion of liberty in Hong Kong by creating the new Hong Kong BN(O) Visa. This visa enables British National Overseas citizens ordinarily resident in Hong Kong to relocate to the UK and then become British citizens. It is currently unclear whether UK universities will charge holders of such visas Home or International status. The government should clearly communicate that these students should have Home fee status.
