Children under school age not to be included in restrictions on gatherings

It is also affecting the celebration of birthdays, especially for those children spending their second birthday in lockdown. Babies’ social development is under pressure as it is. Many nurseries remained open during lockdown, so why is it not seen as safe for young children not to be included in social gathering limits?
