Publish criteria for when countries on the UK's Red List may be removed from it

The short notice of this decision leaves many UK nationals stranded in these countries with a tough decision to make in many respects i.e. financially (£1,750 per person) or mentally having to live in a hotel room, in some cases with little children or elderly. Instead of British Nationals having to pay extortionate amounts to reschedule flights, some clarity around what criteria (e.g. R rate) should be set for when a country might be taken out of the list, with a proposed timeline for review.
