Protect healthcare staff who care for others by making it a legal obligation for clinical staff to Whistleblow, and for management to investigate, satisfactorily resolve and report on the concerns raised, and to make the reports available to each party in a timely manner.

The current regulatory systems contain multiple obligations to report & respond to concerns, but they haven't achieved their objective, with whistleblowers being victimised with open hostility, confirmed by Sir Robert Francis in his report & later reviews. Self-directed honesty has failed time & time again. This mandate could be incorporated into a Public Interest Disclosure (Protection) Bill or Office of the Whistleblower Bill.
