Amend how absences from the UK are calculated for the purpose of settled status

In order to qualify for settled status persons with Pre-settled status cannot be absent from the country for more than six months in any 12-month period. This calculation should be based on fixed 12-month periods, starting with when the EU citizen arrived in the UK, not a rolling 12-month period.
