Lower the minimum age to buy lottery tickets back to 16

Teenagers are old enough to be convicted of crimes and over 16s are able to work and take responsibilities so I feel like raising the age of lottery to 18 was a wrong step

The government took this action without the publics consent. There were no referendum or any thing to verify that people wants it or anything. So I think they should be allowed to buy lottery tickets again like get back the old freedom back
