The embargo is enforced through the Trading with the Enemy Act of 1917, the Foreign Assistance Act of 1961, the Helms–Burton Act of 1996, and the Trade Sanctions Reform and Export Enhancement Act of 2000 among others. No other country is subject to such a wide range of sanctions by the United States and the United Nations has repeatedly called for an end to them. They are having a punishing effect on Cuba and its ability to respond to the medical and other needs of the Cuban people during Covid.
