Town and parish councils are allocated funding from council budgets, but at present they and council members are subject to limited regulation. A regulatory body that has the power to monitor them is urgently needed.

There are serious concerns about misbehaviour within some parish and town council bodies by both officers and councillors, but there is no independent regulator or oversight body to which to take these complaints or seek advice. This must be rectified.
