Property used as residential, should be registered as such with the council, and planning permission required to change this.

We have a housing crisis, which is aggravated by properties owned as second homes (for personal use or for profit as rentals). This means many local people, including key workers, struggle to get property to either buy or rent.

Requiring planning permission for change of use from residential to holiday homes, as already required in parts of Ireland, will keep residential property in the residential market.
