Introduce licensing and inspections for breeding non-domestic birds

The Government should require a licence for the legal breeding of non-domestic avian species, such as birds in the order Psittaciformes, with mandatory inspections on aviary space, enrichment etc. for licence holders.

Currently there is a largely unregulated market for breeding pet birds, with many owners impulse buying and many breeders taking advantage of the lack of oversight. Amending existing legislation so that non-domestic birds being bred must be under a license could help improve the welfare of hundreds - if not thousands - of birds.
