Require all police conduct complaints & appeals to be referred to the IOPC

The Government should amend the Police Reform Act 2002 to remove individual police forces’ right to investigate complaints and appeals against its own officers’ conduct. Such complaints and appeals should always be referred to the Independent Office for Police Conduct (IOPC).
