Ban the use of stiles and other specific types of gates that are not usable by those with wheelchairs & prams on public and permissive footways, to make these routes more accessible. Not all walks are viable regardless of gating but those that are must be useable by all as a basic human right.

As stated on the Gov.uk website:
"You can walk on all public rights of way.
Some public rights of way are also open to horse riders, cyclists or motorists.
You can use:
footpaths - for walking, running, mobility scooters or powered wheelchairs
bridleways - for walking, horse riding, bicycles, mobility scooters or powered wheelchairs."

Unfortunately most routes are still inaccessible, for those not on foot, due to lack of access (stiles etc). This is discriminatory and needs to change.
