Provide the £150 council tax rebate to all bands, not just band A to D

It is discriminatory and wholly unfair to only offer the £150 council tax rebate to those in bands A to D, as this rebate is not being means-tested. Given the impact of the pandemic over the last 2 years, the government cannot state that those in bands A to D are more worthy than those in bands E+
