Make fines for breaching Covid regulations relative to income

It has been reported in the press that officials are understood to have received fines thought to be in connection with an event in the Cabinet Office on 18 June 2020, and that the fines, worth £50, have been sent to individuals by email."

We believe fines should be relative to income, so that those who earn more are fined more.
