Create a duty of care for licensed premises in respect of intoxicated customers

Change the law surrounding the duty of care that licensed premises have towards their customers. Unless they are aggressive, premises should only be allowed to remove intoxicated customers if they have ensured they are either with a chaperone or able to follow a safe, planned route home.

Licensed premises profit from customers purchasing alcohol on their premises, yet a lack of care is evident in the ability of premises to remove customers if they are too intoxicated. This can leave customers in a vulnerable position where they may be too drunk to find their way home, and also be separated from their friends. This can leave them vulnerable to traffic and potential predatory behaviour. Hypothermia (which can occur below 4 degrees) and falling in bodies of water are also common risks.
