Allow dependents of BN(O) VISA holders to work for UK Civil Service

Modify the Civil Service Nationality Rules and grant BN(O) Visa dependents eligibility for non-reserved posts in the Civil Service. This is already the case for family members of EEA nationals who have EU Settlement Scheme status. Allow BNO visa dependents to work in the UK Government.
