The Help to Grow Management Scheme offers participants 10 hours of one-to-one business support with a mentor, to share real-world knowledge. Mentors are also themselves small business owners and employers who need to generate revenue. Asking them to volunteer instead of being paid is unethical.

I am asking Government to make payments to mentors to compensate them for the hours of one-to-one business support they will deliver to participants through the scheme. We believe the experience of previous schemes suggests paying experts to impart knowledge is more effective at helping to grow export and revenue in the UK economy and creating jobs. Unpaid volunteering will not have the same impact.
