Fund extension of 16-17 Railcard to 18 year olds in full-time education

We want the Government to change the current railcard system for students in full time education, as it unfairly disadvantages 18 year olds. Currently, 18 year olds whose birthday is early in the academic year pay a premium, full adult fare on season tickets to attend education, whereas those with a late birthday get 50% off on season tickets until they finish exams. Therefore the 16-17 railcard must be extended to 18 year olds to ensure students don't pay a premium to attend education.
