We want the Government to review the penalties for water companies that fail to fix leaks, and how these are applied by Ofwat, and if these are deemed ineffective reform these to ensure there are adequate penalties to incentivise water companies to fix leaks.

Too often water companies pay a fine where they are found to have breached their legal responsibilities, rather than repair the leaks. Whether this is because it is more cost effective for them needs to be determined. We need to ensure that penalties for failing to fix leaks provide a strong enough financial incentive for the water companies to prioritise repairs over paying the fines.
