Due to the back log of progression In prison I.e Cat A/B/C prisoners who are currently Cat-D (lowest risk of prisoners) start relieving the prison system and release all low risk prisoners on GPS tag or on HDC. This would help all other prisoners making there way through the prison system.

If approved, make prisoners who have got jobs working out to carry that on for the remainder of there sentence to free up space in the prison.
This would mean people who have been waiting months to progress to lower category prison would be able to do so.
It makes no sense in leaving low risk prisoners who are working out and that are keeping out of trouble and wanting to rehabilitate sitting in prison.
