Introduce a three month "qualifying period" for Prime Minister PDCA eligibility

Former Prime Ministers are eligible to claim Public Duties Cost Allowance (PDCA), currently set at a limit of £115,000 per annum. This petition proposes a qualifying period of 3 months tenure of office as Prime Minister of the UK before former post holders can be considered eligible to claim PDCA.
