Require Prime Ministers serve for two years to claim Public Duty Costs Allowance

Introduce a qualifying period of two years for a Prime Minister to be able to claim the PDCA allowance on leaving the role. The two-year period to be halved for a party leader who has won a general election. Any Prime Minister found guilty of breaking the law whilst in office should not be eligible.
