Revoke the right of registered sex offenders to change their name by deed poll

Currently it is possible for registered sex offenders to change their name by deed poll. While registered sex offender are legally required to inform the police of any name change, and must declare past names if getting a criminal record check, changing their name can enable them to avoid detection.
