There have been cases, where people have been found in toilets unconscious, or sadly having passed away for hours until discovered. The period of time between entering A&E and being seen can be a vulnerable time for people who have yet received any medical attention. A review is needed to ensure that people are kept as safe as possible, while they are waiting.
