Make sexual communication with a child illegal for 16 and 17 year olds

If a 16 or 17 year old is communicating with someone under the age of consent for sexual gratification, they are not guilty of the same offence as someone aged 18 or over. I want this to be changed so 16/17 year olds can be charged of sexual communication with a child.
