Printing the vehicle registration on takeaway packaging will allow local authorities to identify the vehicle used when litter was dropped and will allow fines to be sent to the registered keeper. This should reduce litter abandoned at the roadside.

Roadside litter is unsightly and a hazard to workers who are required to clear it up. It's also a danger to wildlife and farm animals. Detection and enforcement of littering is difficult, as there are hundreds of miles of roads and few witnesses. However the prospect of fixed penalties may deter people from littering.
