Make it law that all dogs must be on a lead no longer that 1.5m around livestock

With so many dog owners being irresponsible and failing to prevent dogs chasing and even killing livestock it needs to be clear cut that dogs should be on a lead (no longer than 1.5m) when in a field with livestock.

Too many lambs and sheep get killed or injured by dogs. The owners may believe they have control or recall when actually they don’t. It takes 10 seconds to put a dog on a lead. Dog owners should not be allowed to keep their dog under "close control", they should be required to use a lead. Something needs to be done to help save the lives of the animals and save the farming industry money.
