People need to feel safe going for a walk with their dogs. There are too many irresponsible dog owners out there who have no recall, no training experience for themselves or their dogs. Given this, we believe dogs should be required to be on a lead whenever they are in a public place.

Dogs can be volatile regardless of how friendly they can be, and should be in controlled by owners at all times. There are too many dog deaths and injuries due to irresponsible owners. The Government should make it law that people should always have their dogs on leads in public.
