Require impact assessments and approval of MPs for all emergency legislation

Replace emergency procedures in the Public Health Act 1984 (including the section 45R, the urgency procedure that allows a single minister to implement emergency legislation), with revised legislation that requires an impact assessment and approval by MPs before legislation comes into effect.

The Health Protection (Coronavirus, Restrictions) (England) Regulations 2020 was enacted without an impact assessment and parliamentary approval happened post implementation. There is increasing evidence that lockdowns & other non-pharmaceutical interventions (NPIs) caused harm to large numbers of people.

Children's education was harmed, medical treatment delayed and people's health & fitness substantially reduced. Isolation caused mental health issues, especially for children, elderly & those living alone.
