Allow people who came to the UK as international students to apply for ILR

People who came to the UK as international students have spent tens of thousands of pounds on tuition fees, visas and associated charges. Given this, we believe this group should be able to apply for Indefinite Leave to Remain (ILR) after five years, rather than 10.
