To create a medal to award to persons who have provided service during the Covid-19 pandemic in the United Kingdom (including posthumously to those who have since died) but have not already received and do not qualify for other awards, to be called "The Civil General Service Medal (C.G.S.M.)."

- Staff and volunteers at foodbanks (especially those that supplied vulnerable people during the pandemic)
- Emergency and NHS staff
