Allow the culling of seagulls in urban and commercial areas by pest control

We want the Government to amend legislation protecting seagulls so that professional pest control workers can cull these birds in urban and commercial areas. The culling of seagulls should be regulated, to strike a balance between conservation efforts and public safety.
