New restrictions on murderers and rapists being moved to open prisons

We want the Government to make it so that people who have been convicted of murder or rape cannot be moved to open prisons, unless this has been approved by the Secretary of State.

We believe there are too many prisoners who have been convicted of rape and murder - including child murderers and cases where the victim's body has been dismembered, or is never recovered - are allowed to serve part of their sentence in open prisons. Members of the public must be protected from these offenders.
