Restrict drug driving offences to when a person is unfit to drive

Currently it is an offence to drive if you have certain levels of illegal drugs in your blood, even if they have not affected your driving. We believe the offence of drug driving should only apply where this makes a person unfit to drive.

Because if the drug itself is not affecting your driving abilities then why should the driver be penalised for it?
