Remove the 3-month "relevant period" for LCWRA Universal Credit claimants

Universal Credit claimants with limited capability for work and work related activity (LCWRA) have to wait a 3-month "relevant period" before receiving an additional amount of Universal Credit. We believe this is unfair and the "relevant period" wait of 3 months should be removed.
