An inquiry should look at whether the welfare system aligns with the human rights model of disability outlined in the Committee on the Rights of Persons with Disabilities (CRPD). It should also look at how disabled people are represented within society and look at solutions to combat negative views, discriminatory stereotypes, and prejudice in public and the media, including the assertion that dependency on benefits is a disincentive to seek employment. For example, this could be a government funded media campaign, in consultation with organisations representing persons with disabilities.
